Cosmetic Export from Malaysia by Country: Regulators, Requirements & Ports

Every destination country regulates beauty products differently: a different regulator, a different pre-market step, different labelling rules and a different port of entry. This country-by-country reference maps them out for cosmetics, skincare, personal care and perfume manufactured in Malaysia.

Quick Answer

To export cosmetics from Malaysia, the destination country’s regulator decides the pathway: ASEAN markets (Singapore, Thailand, Indonesia, Vietnam, the Philippines, Brunei) use notification systems under the shared ASEAN Cosmetic Directive, usually filed by a local importer or responsible company; China requires NMPA registration or filing; Saudi Arabia uses SFDA notification; the United States requires FDA facility registration and product listing under MoCRA; and the European Union requires a Responsible Person, a Product Information File and CPNP notification. Malaysian NPRA compliance is the starting point, not the finish line.

Key Takeaways

  • Every market has three questions: who regulates it, what pre-market step applies, and who must file it (usually a local importer or responsible person — not the Malaysian factory).
  • ASEAN is the most direct route for Malaysian-made beauty products because Malaysia, Singapore, Thailand, Indonesia, Vietnam, the Philippines and Brunei all work under the ASEAN Cosmetic Directive framework.
  • Perfume has an extra, often-missed layer: high-alcohol fragrances are classed as dangerous goods for transport, which affects freight mode and documentation.
  • Indonesia’s Halal Product Assurance (JPH) law is phasing in mandatory halal assurance for cosmetics — a structural advantage for JAKIM Halal-certified Malaysian manufacturing.
  • Most shipments leave Malaysia through Port Klang or the Port of Tanjung Pelepas by sea, or KLIA by air.

Scope of This Guide

This reference covers cosmetics, skincare, personal care and perfume manufactured in Malaysia for export, as of September 2026. It summarises each market’s regulator, pre-market requirement and main gateway port so brand owners can shortlist markets and plan development. It is a planning reference, not legal advice — final requirements always come from the destination regulator and your importer. For the documents themselves (CFS, COA, SDS and testing), see our companion guide to cosmetic export documents explained.

ASEAN: The Most Direct Route for Malaysian-Made Beauty Products

The ASEAN Cosmetic Directive (ACD) harmonises the definition of a cosmetic, the ingredient annexes and the safety obligations across the ten ASEAN member states. That means a formula developed to ACD standards in Malaysia is already speaking the same regulatory language as Singapore, Thailand, Indonesia, Vietnam, the Philippines and Brunei.

What the ACD does not harmonise is the filing: each country still requires its own notification, filed by a company registered in that country. The practical consequence for brand owners is that market entry is mostly an importer question, not a formula question — provided the formula was screened against ACD annexes from the start. We publish step-by-step country guides for Singapore, Indonesia and Brunei.

Indonesia deserves special attention: under its Halal Product Assurance (JPH) law, halal assurance obligations for cosmetics are being phased in, with BPJPH administering the halal side alongside BPOM’s product notification. For JAKIM Halal-certified Malaysian manufacturing this is a structural advantage — halal documentation that Indonesian partners increasingly ask for already exists.

Middle East: Where Halal Capability Does the Heavy Lifting

Saudi Arabia runs an electronic cosmetic notification system under the SFDA, and the importer of record must be SFDA-licensed. The UAE regulates at both federal and emirate level — Dubai Municipality’s product registration is the best-known example. Across the region, halal credibility and conformity documentation carry commercial weight beyond the legal minimum, which is precisely where Malaysian manufacturing — with JAKIM certification verifiable on the MYeHALAL portal — positions well.

United States and European Union: Documentation-Heavy, High-Value

The US pathway changed with MoCRA: cosmetic facilities must register with the FDA and list their products, and labelling must follow FDA rules. Within ORIZI Group, cosmetics are manufactured by Dr Orizi (M) Sdn. Bhd., which operates a US FDA-registered facility — the registration a US importer will ask about first.

The EU route runs through Regulation 1223/2009: appoint an EU Responsible Person, compile a Product Information File including a safety assessment, notify through the CPNP portal, and label to EU rules. None of this is filed by the Malaysian factory — but the factory determines whether the PIF can actually be compiled, because the safety assessment depends on formula documentation, stability data and testing the manufacturer must supply.

A Note on Perfume and Fragrance

Perfume adds two layers on top of normal cosmetic rules. First, ingredient scrutiny: fragrance allergen labelling rules (especially in the EU) affect the ingredient list itself. Second, logistics: high-alcohol fragrances are classed as Class 3 flammable liquids for transport, which restricts air freight, requires dangerous-goods declarations and packaging, and often makes sea freight the practical mode. Brands planning fragrance lines should settle the freight question at the same time as the formula.

How We Use This Map in Real Projects

Based on ORIZI Group’s manufacturing experience, the single highest-leverage step in any beauty export project is running the destination screen before the formula is locked: checking the target market’s ingredient annexes, claim rules and notification pathway while the product is still on the bench. Reformulating after production is the most expensive correction in this industry; screening first costs days.

That screen is built into how we run export-oriented OEM projects: destination first, then formula — drawing on 5,000+ ready formulations that can be adapted to a destination’s annex requirements — then packaging, documentation and manufacturing through the group company whose certifications match the market’s expectations. For cosmetics that company is Dr Orizi (M) Sdn. Bhd. (ISO 22716 cosmetic GMP, on NPRA’s public GMP manufacturer list, JAKIM Halal-certified manufacturing, US FDA-registered facility).

Limitations of This Reference

  • Regulations change. Deadlines (like Indonesia’s halal phase-in) and portal procedures move — always confirm the current requirement with the destination regulator or your importer before committing production.
  • This table covers cosmetics as legally defined in each market. Products with therapeutic claims (whitening drugs, sunscreens in some markets, hair-growth actives) can fall under stricter regimes.
  • Import duties, taxes and trade-agreement preferences are a separate topic from product regulation and are not covered here.

Frequently Asked Questions

Who files the cosmetic notification in the destination country — the factory or the importer?

In almost every market, a company registered in the destination country files it: the importer, distributor or an appointed responsible company. The Malaysian manufacturer’s job is to supply the formula, safety and quality documentation that filing depends on.

Does one ASEAN notification cover all ASEAN countries?

No. The ASEAN Cosmetic Directive harmonises the technical standards, but each member state requires its own notification filed locally. One formula, many filings.

Can Malaysian-made cosmetics be sold in China without animal testing?

General (non-special) cosmetics can qualify for exemption from animal testing under NMPA rules when supported by manufacturing GMP evidence and safety assessment documentation — one more reason certified GMP manufacturing matters. Special cosmetics (e.g. whitening, sunscreen) follow the stricter registration route. Cross-border e-commerce is a separate, lighter pathway many brands test first.

Which markets favour Halal-certified manufacturing most?

Indonesia (where halal assurance is being phased in by law), Brunei, the Gulf states and Muslim consumers across ASEAN. JAKIM Halal certification from Malaysia is one of the most widely recognised marks in these markets.

Which port do Malaysian beauty exports usually ship from?

Port Klang (the main gateway, near the Klang Valley manufacturing belt) and the Port of Tanjung Pelepas in Johor for sea freight; KLIA for air freight. Perfume and other flammable goods usually move by sea due to dangerous-goods rules.

Can ORIZI Group manufacture for these markets?

Yes — we develop and manufacture cosmetics, skincare, personal care and fragrance products for international markets through Dr Orizi (M) Sdn. Bhd., subject to each destination’s regulatory and importer requirements. The destination market is assessed before the formula is finalised.
