Export to the Philippines: OEM Manufacturing from Malaysia (PH FDA Pathway)

OEM & private label manufacturer for Philippine brands: skincare, personal care, perfume and functional beverages manufactured in Malaysia under ASEAN-harmonised rules — with the PH FDA notification pathway explained step by step.

Direct answer

Yes — a Philippine brand can manufacture in Malaysia and sell at home with a clear, well-trodden pathway. Both countries implement the ASEAN Cosmetic Directive, so a formula built in Malaysia is already aligned with Philippine ingredient rules. Your Philippine company (or appointed importer-distributor) holds a License to Operate (LTO) from the Philippine FDA and files a cosmetic product notification for each product before sale. ORIZI Group manufactures under ISO 22716 cosmetics GMP and JAKIM Halal certification, and prepares the Product Information File inputs and documents the PH FDA filing needs.

Who this page is for

  • A Philippine brand or online seller sourcing an OEM manufacturer with verifiable GMP in the same region
  • An importer-distributor building private label ranges for drugstores, supermarkets or TikTok Shop and Shopee
  • A brand serving Mindanao’s Muslim consumers or exporting onward within ASEAN with Halal certification

How do imported cosmetics get to market in the Philippines?

  1. License to Operate (LTO). The Philippine company importing and distributing the product must hold an LTO from the Philippine FDA as a cosmetic importer/distributor. This is a company-level licence, obtained once and renewed periodically.
  2. Cosmetic product notification. Each product (and each variant) is notified electronically with the PH FDA before sale, under the ASEAN Cosmetic Directive framework. As elsewhere in ASEAN, this is a notification, not a pre-market approval.
  3. Product Information File and labelling. The notifier keeps a PIF — formula, specifications, safety data — and labels follow ASEAN requirements, in English (and Filipino where applicable).
  4. Claims boundary. Therapeutic claims move a product into drug or “household remedy” territory with a different registration route; cosmetics stay cosmetic.

The manufacturer’s contribution is the file behind the filing: full INCI disclosure, certificates of analysis, GMP evidence, free-sale certificate and stability data. ORIZI prepares this pack with every export project — see cosmetic export documents explained for what each piece is.

Why source from Malaysia rather than China or Korea?

Factor Malaysia (ORIZI Group)
Regulatory fit Same ASEAN Cosmetic Directive framework — a Malaysian-compliant formula is already aligned with PH FDA ingredient annexes, unlike formulas built for Chinese or Korean rules that may need rework
Verifiable GMP Dr Orizi (M) Sdn. Bhd. holds ISO 22716 and is on the NPRA public GMP manufacturer list — a government register your PH FDA filing can reference with confidence
Halal capability JAKIM Halal across four group companies — relevant for Mindanao’s Muslim consumers, the Philippine Halal export programme, and onward ASEAN distribution
Logistics & tariffs Intra-ASEAN trade under ATIGA preferential tariffs; short sea lanes from Port Klang to Manila and Cebu
Working language English documentation end to end — no translation layer between your regulatory consultant and the factory
Payment Export invoicing and settlement in US dollars or other agreed major currencies

What this means for your brand

The Philippine beauty market moves at social-commerce speed — TikTok Shop, Shopee and drugstore chains reward brands that can launch, learn and restock quickly. Manufacturing in Malaysia puts production inside the same regulatory family and a few days’ sail from Manila: get the LTO in place, pick or develop a formula already aligned with ASEAN annexes, notify each product, and iterate. For cosmetics, ORIZI’s ready-formula private label programme starts from 50 units per product, so a multi-SKU test launch does not require committing to container volumes. On the food side, the group’s ISO 22000/HACCP-certified companies manufacture functional beverages and powder formats with the documentation Philippine food import rules expect.

Questions about exporting to the Philippines

Does the Philippine FDA approve cosmetics before sale?

No — like the rest of ASEAN, the Philippines uses a notification system under the ASEAN Cosmetic Directive. The importer-distributor holds a License to Operate and notifies each product before sale; the PH FDA supervises post-market.

Can ORIZI hold the LTO or file the notification for me?

No — the LTO and the notification belong to the Philippine company placing the product on the market. ORIZI’s role is the manufacturing and the file: formula disclosure, GMP evidence, certificates of analysis, free-sale certificate and stability data, prepared for your filing.

Is a formula made for Malaysia automatically acceptable in the Philippines?

Largely yes on ingredients — both countries follow the ASEAN Cosmetic Directive annexes — but each market still requires its own notification and labelling. ORIZI develops formulas against the ACD so one product can be notified across several ASEAN markets without reformulation.

Does Halal certification matter for the Philippine market?

It is increasingly relevant: Mindanao has a large Muslim population, the government promotes a national Halal programme, and Halal-certified ranges travel onward to Indonesia, Brunei and the Gulf. JAKIM certification from Malaysia is a strong, verifiable foundation for that positioning.

What minimum order applies for a Philippine launch?

For cosmetics, the ready-formula private label programme starts from 50 units per product; custom OEM development is quoted per project.
