Export to Indonesia: Halal OEM Manufacturing from Malaysia (BPOM Pathway)

Halal OEM manufacturer for the Indonesian market: BPOM notification, mandatory Halal certification under Indonesia’s Halal law, and JAKIM-certified manufacturing designed for both from day one.

Direct answer

Yes — Malaysian-made products can be sold in Indonesia, but the market now has two gates: a BPOM cosmetic notification held by an Indonesian entity, and — since 17 October 2026 — mandatory Halal certification for cosmetics under Indonesia’s Halal Product Assurance law. That second gate is exactly where a Malaysian Halal manufacturer starts ahead: ORIZI Group manufactures under JAKIM Halal certification and supports the Indonesian (BPJPH/MUI) Halal certification of the customer’s product on request, so a brand can clear both gates from one factory.

Who this page is for

  • A brand targeting Indonesia — the world’s largest Muslim consumer market — with cosmetics or personal care
  • An Indonesian distributor or brand owner looking for a Halal-native OEM manufacturer nearby
  • A brand already selling in Malaysia or Singapore extending into Indonesia

What does Indonesia require for imported cosmetics?

  1. BPOM notification by a local holder. Every cosmetic needs a notification number from BPOM (Badan Pengawas Obat dan Makanan, Indonesia’s food and drug agency) before sale. A foreign manufacturer cannot hold it directly: the holder is an Indonesian legal entity — your own PT company or an appointed local distributor. The notification is valid for three years and renewed before expiry.
  2. Import documentation per shipment. Shipments are cleared with BPOM import documentation (SKI) tied to the notified product, alongside standard customs paperwork.
  3. Mandatory Halal certification. Under Law No. 33/2014 on Halal Product Assurance and its implementing regulations, Halal certification administered by BPJPH (the Halal Product Assurance Agency) became mandatory for cosmetics from 17 October 2026. Products that are not Halal-certified must carry non-Halal disclosure — a serious commercial handicap in the Indonesian market.
  4. Ingredient compliance and labelling. Formulas must meet BPOM’s ingredient regulations (aligned with the ASEAN Cosmetic Directive), with Bahasa Indonesia labelling requirements.

Our walkthrough of the import process is in the guide to exporting cosmetics from Malaysia to Indonesia, and the certification route itself is covered on our MUI / Indonesian Halal certification page.

Why is a Malaysian Halal manufacturer the natural partner for Indonesia?

Indonesia’s mandatory Halal regime rewards manufacturers whose Halal systems already run at facility level — segregated materials, Halal-compliant cleaning and traceable ingredient sourcing — because the Indonesian certification process audits the supply chain behind the product. A factory that bolted Halal onto one production line for marketing purposes faces a much harder audit than one built Halal-native.

ORIZI Group holds Malaysian JAKIM Halal across four companies, and JAKIM’s system is one of the few that Indonesia’s authorities engage with through formal recognition arrangements. In practice: the ingredient documentation, slaughter/derivative controls and facility systems that JAKIM already audits are the same evidence the BPJPH certification of your product will ask for — so starting from a JAKIM-certified factory shortens the Indonesian Halal path rather than restarting it. ORIZI applies for the Indonesian (BPJPH/MUI) Halal certification of the customer’s product on request as part of the project scope.

The practicalities reinforce the fit. Sailings from Port Klang and Penang Port reach Jakarta’s Tanjung Priok and Medan’s Belawan in days, not weeks. Malay and Indonesian are closely related languages, so label reviews, ingredient discussions and audits run naturally — alongside English and Chinese spoken in-house. And export invoicing can be settled in US dollars or other agreed major currencies.

Which credentials matter for Indonesia?

  • JAKIM Halal — across four ORIZI Group companies; verifiable on the official Malaysian Halal directory.
  • Indonesian Halal support — BPJPH/MUI product certification applied for on request for Indonesia-bound products.
  • Cosmetic GMP — ISO 22716 (Dr Orizi) and listing on the NPRA public GMP manufacturer list, supporting the technical file behind your BPOM notification.
  • Food-safety systems — ISO 22000, HACCP and GMP across the group’s food companies for functional food and beverage lines.

What this means for your brand

Indonesia is a market where sequencing decides the launch date. The working order: appoint or establish your Indonesian notification holder; develop the formula against BPOM’s ingredient rules with Halal-compliant materials from the first sourcing decision; run BPOM notification and Indonesian Halal certification in parallel; then ship with SKI documentation per consignment. Because the mandatory Halal deadline for cosmetics has now passed, Halal is no longer a nice-to-have for Indonesia — it is market access. Brands that manufacture with a Halal-native Malaysian OEM enter that regime with the evidence already in order, while competitors sourcing from non-Halal factories face reformulation, re-sourcing and facility audits before they can even start.

Questions about exporting to Indonesia

Is Halal certification now mandatory for cosmetics in Indonesia?

Yes. Under Indonesia’s Halal Product Assurance law (Law No. 33/2014) and its implementing regulations, the mandatory Halal deadline for cosmetics took effect on 17 October 2026. Products without Indonesian Halal certification must carry non-Halal disclosure, which is a major commercial disadvantage in the market.

Does JAKIM Halal automatically satisfy Indonesia’s requirement?

Not automatically — Indonesia requires its own certification administered by BPJPH. However, JAKIM and the Indonesian authorities operate formal recognition arrangements, and a JAKIM-certified factory’s documentation substantially supports the Indonesian process. ORIZI applies for the Indonesian certification of the customer’s product on request — see our MUI / Indonesian Halal guide.

Can a foreign company hold the BPOM notification?

No. The BPOM notification holder must be an Indonesian legal entity — your own PT company or an appointed local distributor. Choose this partner carefully: the holder controls the notification, which affects how freely you can switch distributors later.

How long is a BPOM notification valid?

Three years, renewable before expiry. Each import shipment additionally needs BPOM import documentation (SKI) tied to the notified product.

Can ORIZI manufacture both the cosmetics and beverage lines for Indonesia?

Yes — cosmetics and personal care through the group’s JAKIM-certified cosmetics company, and functional food and beverage through its Halal-certified food companies, each with the documentation its Indonesian registration route requires.
