Export to Japan & Manufacturing for Japanese Brands: OEM from Malaysia

OEM partner for Japanese companies: Halal-certified manufacturing in Malaysia as a gateway to ASEAN and Muslim markets — plus the Japan import pathway for Malaysian-made cosmetics, explained in plain language.

Direct answer

ORIZI Group works with Japanese companies in both directions. Japanese brands and trading companies use ORIZI’s JAKIM Halal-certified Malaysian facilities as their gateway for Halal-compliant products aimed at ASEAN and the Gulf — markets where Japanese quality plus government-backed Halal certification is a winning combination. In the other direction, Malaysian-made cosmetics can be imported into Japan under the PMD Act: the Japanese side requires a licensed marketing authorization holder (the importer) who files the cosmetics notifications, while ORIZI supplies the formulation and documentation built to Japan’s ingredient standards. Our Japanese-language site is at orizigroup.com/ja/.

Who this page is for

  • A Japanese brand, trading company (shōsha) or OEM buyer exploring Halal-certified manufacturing in Southeast Asia
  • A Japanese company whose domestic suppliers cannot provide verifiable Halal certification for export lines
  • A brand planning to import Malaysian-made cosmetics into Japan

Why do Japanese companies partner with Malaysian manufacturers for Halal?

Japan’s own manufacturing excellence is not in question — but Halal certification is not native infrastructure in Japan. For a Japanese brand targeting Indonesia (where Halal certification for cosmetics became mandatory in October 2026), Malaysia, the Gulf or the wider OIC consumer base, the practical route is to manufacture where government-backed Halal certification, Halal-segregated facilities and Halal-trained supply chains already exist.

Malaysia is the established answer: JAKIM’s certification is issued by a government religious authority, recognised across Muslim-majority markets, and verifiable on the official Malaysian Halal directory. ORIZI Group holds JAKIM Halal across four companies — cosmetics and personal care through Dr Orizi (M) Sdn. Bhd., functional food and beverage through its food companies — and manufactures under ISO 22716 cosmetics GMP and ISO 22000/HACCP food-safety systems, the quality-system language Japanese QA teams audit comfortably. The combination Japanese buyers come for: Japanese-standard formulation quality, Malaysian Halal credentials, and English-language documentation throughout. See Halal export markets for where the certification travels.

Trade logistics are equally routine: direct container services link Port Klang and Penang Port with Tokyo, Yokohama, Osaka and Kobe; Malaysia’s business environment is natively multilingual, with English for project work and Malay and Chinese spoken in-house; and export invoicing can be settled in US dollars, Japanese yen or other agreed major currencies.

How are Malaysian-made cosmetics imported into Japan?

Japan regulates cosmetics under the PMD Act (the Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices). The structure differs from ASEAN’s notification systems:

  1. A licensed marketing authorization holder in Japan. A foreign manufacturer cannot place cosmetics on the Japanese market directly. The Japanese importer — your own subsidiary or a partner company — holds the cosmetics marketing (and import) licences and legal responsibility for the product in Japan.
  2. Cosmetics notifications before sale. The Japanese licence holder files the required cosmetics notifications covering the product and the foreign manufacturing site before import and sale.
  3. Japanese ingredient standards. Formulas must comply with Japan’s Standards for Cosmetics — its own lists of prohibited and restricted ingredients and permitted preservatives and UV filters, which differ in places from ASEAN and EU rules. This is a formulation-stage decision, not a paperwork detail.
  4. The quasi-drug boundary. Products with active-ingredient claims in certain categories are “quasi-drugs” (iyakubugaihin) in Japan and need pre-market approval — a far heavier route. Claims and actives are scoped at feasibility so your product stays on the intended side of the line.

ORIZI’s role: formulate against Japan’s Standards for Cosmetics from the start, provide the manufacturing-site information the Japanese notifications require, and supply specifications, stability data and certificates of analysis in the format your licence holder’s QA expects.

What this means for your brand

For a Japanese company, the efficient split is: your Japan entity (or licensed partner) owns the regulatory relationship at home, while ORIZI owns Halal-certified manufacturing in Malaysia — one factory serving your domestic line and your ASEAN/Middle East Halal line, with one audit trail. Working-level communication runs in English with Japanese-language support via our Japanese site, and Kuala Lumpur is a direct flight from Tokyo, Osaka and Nagoya for facility audits. For the documentation backbone — free-sale certificates, COAs, Halal documents — see cosmetic export documents explained.

Questions about Japan & Malaysia OEM partnership

Can a Japanese company sell Malaysian-made cosmetics in Japan?

Yes. The Japanese importer holds the marketing licences under the PMD Act and files the cosmetics notifications; the Malaysian manufacturer supplies a formula compliant with Japan’s Standards for Cosmetics plus the site information and documentation the notifications need. No approval step applies to ordinary cosmetics — quasi-drugs are the exception.

Why not get Halal certification for a factory in Japan instead?

It is possible but structurally harder: Japanese facilities rarely run Halal-segregated supply chains, certification is through private bodies with varying recognition abroad, and the audit burden falls on a factory not built for it. Manufacturing in Malaysia puts the product inside a government-backed, internationally recognised Halal system from day one.

Does ORIZI have Japanese-language support?

Working documentation and project communication run in English, which Japanese export teams handle routinely, and our Japanese-language site presents the group’s capabilities, certifications and focus areas in Japanese for internal circulation.

Which products suit the Japan–Malaysia Halal gateway model?

Skincare, personal care, fragrance and functional beverages aimed at Muslim consumers in ASEAN and the Gulf — especially lines where Japanese brand equity (quality, formulation philosophy) meets Halal certification that Japanese domestic manufacturing cannot easily provide.

What minimum order applies?

For cosmetics, ORIZI’s ready-formula private label programme starts from 50 units per product, letting a Japanese team sample and validate before scaling; custom OEM development is quoted per project.
