MS 2634 vs MS 1500: Malaysia’s Two Halal Standards

Which Halal standard applies to your product? Cosmetics follow MS 2634 and food follows MS 1500 — here is what each covers, how they differ, and why getting the right one matters before you manufacture.

Direct answer

MS 2634 is Malaysia’s Halal standard for cosmetics and personal care; MS 1500 is the Halal standard for food and beverage. Both are Malaysian Standards used within JAKIM Halal certification, and both cover the whole production chain — ingredients, processing, equipment, cleaning and storage — not just the recipe. Supplements are generally handled under the food standard (MS 1500). A product is audited against the standard for its category, and a certificate for one does not automatically cover the other.

Who this is for

  • A brand owner unsure which Halal standard their product falls under
  • Anyone developing across cosmetics and supplements/food who needs both
  • Anyone researching what MS 2634 or MS 1500 actually requires

MS 2634 — Halal cosmetics & personal care

MS 2634 is the Malaysian Standard governing Halal cosmetics and personal care products. It sets out how such products must be sourced, formulated, produced and handled to be certified Halal — covering raw materials, processing aids, equipment, cleaning and storage. It applies to categories such as skincare, colour cosmetics, hair care and body care.

MS 1500 — Halal food & beverage

MS 1500 is the Malaysian Standard for Halal food. It covers the preparation, handling, processing, storage and distribution of food and beverage products to Halal requirements. Nutraceuticals and supplements are generally treated within the food framework, so a supplement typically follows the food-side requirements rather than the cosmetics standard.

Why the right standard matters before you manufacture

Choosing the correct standard early avoids delays and re-work. A product certified as a cosmetic (MS 2634) is not automatically covered for food (MS 1500), and borderline products — an ingestible beauty drink, a lip product, an oral supplement — need the right classification from the start. The assigned ORIZI company confirms the standard as part of the project so the audit, documentation and certificate all match the product’s real category.

ORIZI Group holds Halal certification across cosmetic and nutraceutical manufacturing, so both MS 2634 and MS 1500 categories can be produced within the group. This is part of our Halal OEM manufacturing capability — see also Halal cosmetics and Halal supplements.

Questions about MS 2634 and MS 1500

What is MS 2634?

MS 2634 is Malaysia’s Halal standard for cosmetics and personal care, covering how such products are sourced, formulated, produced and handled to be certified Halal.

What is MS 1500?

MS 1500 is Malaysia’s Halal standard for food and beverage, covering preparation, handling, processing, storage and distribution. Supplements are generally handled within this food framework.

Which standard applies to supplements?

Supplements and nutraceuticals are generally treated under the food standard (MS 1500) rather than the cosmetics standard, because they are ingested. Confirm the classification for your specific product.

Does a cosmetics Halal certificate cover food products?

No. MS 2634 (cosmetics) and MS 1500 (food) are separate. A certificate for one category does not automatically cover the other; each product is audited against the standard for its category.
